על שם דר’ שמריהו לוין (1867-1935), מנהיג ציוני, ממייסדי הטכניון והאוניברסיטה העברית בירושלים. על שמו נקרא היישוב כפר שמריהו (הוקם ב-1937).
בית לוין הוקם ב-1939 על גבעה בלב כפר שמריהו, כבית עם ומרכז קהילתי בסיוע תרומת משפחת לוין. הבית בן שתי קומות. בשל מיקומו על ראש הגבעה וחשיפתו לירי פורעים נבנה מבטון מזוין.
הגן נשתל בסיוע תרומת הנציב העליון, סר ארתור ווקופ. בבית לוין נערכו קורסים של ארגון ההגנה, שימש מעבר לקליטת מעפילים וכן למפגש בין ההנהגה הציונית לנציגי המנדט הבריטי.
חזית הקשתות של המבנה מעטרת את סמל המועצה.
מקיץ 2001 משמש בית לוין כבית המועצה המקומית.

Named after Dr. Shmaryahu Levin (1867-1935), a Zionist leader, founder of the Technion and the Hebrew University of Jerusalem. Kfar Shmaryahu (founded in 1937) is named after him.
Beit Levin was established in 1939 on a hill in the heart of Kfar Shmaryahu, as a people’s home and community center with the help of the Levin family donation. It is a two-story house. Due to its location on the top of the hill and its exposure to riot shooting, reinforced concrete was built.
The garden was planted with the help of the donation of the High Commissioner, Sir Arthur Wauchope. Beit Levin conducted courses by the Defense Organization, served as an immigrant receptionist as well as a meeting between the Zionist leadership and representatives of the British Mandate.
The front of the building’s arches adorns the council’s emblem.
From the summer of 2001, Beit Levin serves as the local council house.
