De Heemraadssingel verwijst naar de heemraden van Schieland en herinnert aan de voormalige polder-omstandigheden. Een heemraad was een college van raadslieden dat vroeger de dijkgraaf van advies diende met betrekking tot het dijk-en polderbestuur.
De singel is aangelegd tussen 1893 en 1926, als onderdeel van een singelsysteem om het binnenwater van Rotterdam dagelijks met Maaswater te verversen. Het oorspronkelijke plan uit 1842 is van de hand van stadsarchitect W. N. Rose maar uitgevoerd door de directeur van gemeentewerken G.J. de Jongh.
In dit pand uit 1906 woonde Mr. P. Drooglever-Fortuyn, hij was van 1928 tot 1934 burgemeester van Rotterdam.

In addition to the fact that the mayor of Rotterdam lived in the house, the sign also explains the name of the street.

Translation of the text on the sign:
The Heemraadssingel refers to the heemraden of Schieland and recalls the former polder conditions. A heemraad was a council of counselors that used to advise the dike warden with regard to dike and polder management.
The canal was constructed between 1893 and 1926, as part of a canal system to refresh the inland waterway of Rotterdam daily with Maas water. The original plan from 1842 was designed by city architect W. N. Rose, but executed by the director of municipal works G.J. de Jongh.
In this building from 1906 lived Mr. P. Drooglever-Fortuyn, he was mayor of Rotterdam from 1928 to 1934.
