The statue commemorates Henry Bartle Freer (1815-1884), who was a civil servant in the British colonies. In India, he was the Governor of Bombay (Mumbai) and especially in South Africa, where he served as High Commissioner of the Cape Colony. He actually caused the Zulu War and the First Boer War.

The statue, erected in 1888, was made by Thomas Brock
