The gate is actually a statue and fountain marking the dam on the Crocodile River, where there were three gates through which the water flowed.
It is unclear whether there was text or a drawing on the larger nearby sign.

Founders’ Gate The Binyamina Local Council, in collaboration with the Israel Electric Company, restored the Founders’ Garden; commemorating the ancient agricultural dam that was on the Crocodile Stream.

Binyamina was founded in 1922 and is named after Baron Benjamin Edmond de Rothschild, "the well-known benefactor." The Baron focused his efforts to settle the area by purchasing approximately 30,000 dunams of land in the "Big Square" that extends between Hadera and Zichron Yaakov.
The dam on the Crocodile Stream is a symbol of the return of Jews to the area in continuous settlement: Jewish pioneers returning to an area filled with swamps and fever.
The bridge next to the dam allowed passage between Zichron Yaakov and Hadera via Binyamina and Pardes Hanna.
