The street is named after Joaquín Vizcaíno (1790-1840), a military man and statesman who was mayor of Madrid between 1834 and 1836 (the years indicated on the sign). As mayor, he made improvements to the road and sanitation systems, gave new names to the streets, and introduced house numbering in the city (which earned him the title of "Friend of the Site"...)
On the corner of the street lies the monastery where Miguel de Cervantes was buried.
