שבתי שביט (1939-2023)

שבתי שביט נולד ב 17 ביולי 1939 לאריאל ולברטה שביץ (ז"ל) ואח ליונה בר לב. שביט נדל בשכונת "נשר" בחיפה וסיים בהצלחה את לימודיו התיכוניים בביה"ס הריאלי בחיפה. עם גיוסו לצה"ל הוצב בממשל הצבאי בבאר שבע וזמן קצר לאחר מכן התנדב לשירות כלוחם בסיירת מטכ"ל ונמנה על ראשוני הלוחמים ביחידה.
לאחר שחרורו מצה"ל, סיים תואר ראשון במזרחנות וערבית שפה וספרות באוניברסיטה העברית בירושלים. את התואר השני במינהל ציבורי מאוניברסיטת הרווארד בבוסטון השלים ב 1988.
בשנת 1964 התנייס "למוסד למודיעין ולתפקידים מיוחדים" ושירת במגוון רחב של תפקידי מפתח בארץ ובחו"ל עד שמונה לראש המוסד בשנת 1989, תפקיד אותו מילא עד 1996.
לאחר פרישתו המשיך שביט לפעול בשליחותם של ראשי ממשלה בנושאים ביטחוניים וחשאיים ותרם מניסיונו הרב והקשרים האישיים שיצר, לביסוס מעמדה וביטחונה של מדינת ישראל בשנת 1996, מתוך שאיפתו להמשיך ולתרום מניסיונו לתחומים ציבוריים בישראל, קיבל את המינוי למנכ"ל קופת-חולים ’מכבי שירותי בריאות’ וכיהן בתפקיד עד לשנת 2001.
במסגרת תפקידו כמנכ"ל ’מכבי’ הוביל את המעבר של ’מכבי’ לעידן של חוק ביטוח בריאות ממלכתי’ לרבות מימוש רפורמות ורה-ארגון, לשם התאמת הארגון לעידן החוק החדש.
שביט יזם ופיתח את אסטרטניית השרות הארגוני תוך התמקדות באיכות וטיב השרות הניתן למבוטחים, לצד זאת הוביל גם את תהליכי הפיתוח של מנגנוני בקרה והטמעת שיטות ניהול מתקדמות, תוך הצבת סטנדרטים גבוהים של ניהול מנהלים ועובדים והפיכת ’מכבי’ לארנון מתקדם וחדשני במערכת הבריאות.
תקופתו כמנכ"ל ’מכבי’ התאפיינה בנידול משמעותי בהיקף החברים שהצטרפו לקופה ובהרחבה משמעותית של פריסת השירותים הרפואיים בכל רחבי הארץ
שביט פעל רבות להטמעת טכנולוגיות חדשות ב’מכבי’ ולהקמת ה’מגה לאב’ - מערך בדיקות מעבדה מרכזי וחדשני. וכן להקמתו של מערך חדשני לפענוח בדיקות דימות מרכזי.
שני המערכים היו מוקדים ראשוניים וחדשניים מסוגם במערכת הבריאות בישראל.
לאחר סיום תפקידו כמנכ""ל ’מכבי’, המשיך שביט לעסוק בפעילות ציבורית ועסקית.
חלק ניכר מזמנו הקדיש לתמיכה ולקידום קבוצות מוחלשות ונוער בסיכון.

The sign located at the Maccabi Health Fund’s HaShla branch commemorates the former CEO of Maccabi and is primarily known as the head of the Israeli Mossad.

Shabtai Shavit (1939-2023)

Shabtai Shavit was born on July 17, 1939 to Ariel and Bertha Shavit (the late) and brother to Yona Bar Lev. Shavit grew up in the "Nesher" neighborhood in Haifa and successfully completed his high school studies at the Reali School in Haifa. Upon his enlistment in the IDF, he was assigned to the military administration in Beersheba and shortly thereafter volunteered for service as a fighter in the IDF’s "Sayeret Matkal" and was among the first fighters in the unit.
After his discharge from the IDF, he graduated with a BA in Oriental Studies and Arabic Language and Literature from the Hebrew University of Jerusalem. He completed his MA in Public Administration from Harvard University in Boston in 1988.
In 1964, he joined the "Institute for Intelligence and Special Operations" (Mossad) and served in a wide variety of key positions in Israel and abroad until he was appointed head of the Mossad in 1989, a position he held until 1996.
After his retirement, Shavit continued to act on behalf of prime ministers on security and secret issues and contributed from his extensive experience and the personal connections he created to establishing the status and security of the State of Israel. In 1996, out of his desire to continue contributing from his experience to public areas in Israel, he accepted the appointment as CEO of the Maccabi Health Services Health Fund and served in the position until 2001.
Within the framework of his role as CEO of Maccabi, he led the transition of ’Maccabi’ for the era of the National Health Insurance Law, including the implementation of reforms and reorganization, in order to adapt the organization to the era of the new law.
Shavit initiated and developed the organizational service strategy while focusing on the quality and type of service provided to insured persons, while also leading the processes of developing control mechanisms and implementing advanced management methods, while setting high standards for the management of managers and employees and transforming ’Maccabi’ into an advanced and innovative company in the health system.
His time as CEO of Maccabi was characterized by a significant increase in the number of members who joined the fund and a significant expansion of the deployment of medical services throughout the country.
Shavit worked hard to implement new technologies in Maccabi and to establish the Mega Lab - a central and innovative laboratory testing system. As well as to establish an innovative system for interpreting central imaging tests.
Both systems were the first and most innovative centers of their kind in the Israeli health system.
After ending his role as CEO of Maccabi, Shavit continued to engage in public and business activities.
A significant portion of his time was dedicated to supporting and promoting disadvantaged groups and at-risk youth.
