איגוד ערים השרון לכבאות והצלה
The Sharon Municipal Union for Fire and Rescue Services

עם הקמתן של המושבות הראשונות בארץ-ישראל בסוף המאה ה-19, החלו בייסודן של תחנות הכיבוי הראשונותעפ"י החוק העות’מאני.
ב-1940 הוקם בכפר-סבא גדוד הכבאים הראשון, כמענה לצורך בשירותי כבאות להצלת נפש ורכוש. הגדוד הורכב ממתנדבים שבסיס פעילותם שכן ברחוב התחיה יחד עם מד"א, שהוזעקו לשריפות ולשירותי בריאות.
ביזמתו של משה דנאי, שהיה המייסד והמנהל של מד"א בכפר-סבא, הוקם איגוד ערים השרון לשירותי מד"א וכיבוי אש. איגוד הערים איחד את שתי הפונקציות במבנה אחד (סמוך לבית-החולים) ותחת הנהלה אחת.
בתקופת כהונתו של מרדכי סורקיס כראש המועצה, פנה זאב גלר, מזכיר המועצה דאז, למרכז הכיבוי בתל אביב להסדיר את שירותי הכבאות בכפר סבא. בשנת 1952 הצטרפו הג"א (התגוננות אזרחית) לשורת המתנדבים של שירותי הכיבוי.
משה דנאי עמד בראש האיגוד שנים רבות והיה הרוח החיה בהרחבתו ובפיתוחו. הסדר זה היה יוצא דופן במערך הארצי של מתן שירותי כבאות ועזרה רפואית. גם שיתוף הפעולה בין עיריות, מועצות מקומיות, מועצות אזוריות וכפרים ערביים היה ייחודי.
באיגוד השתתפו 12 רשויות בשרון: כפר-סבא, רעננה, רמתיים, רמות השבים, מגדיאל, המועצות האזוריות השרון התיכון והדר השרון, טייבה, טירה, קלנסואה, ג’לג’וליה, תל-מונד. כל רשות יוצגה במועצת האיגוד. תחילה היה הבניין בן קומה אחת, ובעזרת תרומות מד"א בחו"ל, נבנתה עוד קומה.
אחדים מהעובדים היו ’דו-תכליתיים’, כלומר הוכשרו לשמש כאנשי עזרה ראשונה וגם ככבאים, והיה בכך יתרון תפעולי; האיגוד פעל בדרך מקצועית יעילה וזכה להוקרה, וזאת חרף המבנה הארגוני המיוחד והצורך בשיתוף פעולה בין מספר רשויות רב.
בשנים 1981-2, בעקבות רפורמות שהונהגו במישור הארצי בארגון מד"א, החליטה הנהלת האיגוד להעביר למחוז את האחריות לפעילות הסניף בכפר-סבא. המשמעות המעשית של החלטה זו הייתה ניתוק בין שתי הפונקציות, שהביא לשינוי במעמד האיגוד. מאז 1982, האיגוד אחראי לכיבוי-אש והצלה בלבד.
במהלך השנים פעל האיגוד להצלת חיים באירועי שריפה, תאונות דרכים, פינוי נפגעים באזור כולו, בימי מלחמה וימי שלום.

With the establishment of the first "moshavot" (agricultural colonies) in the land of Israel at the end of the 19th century, the first fire stations were being erected according to Ottoman Law.
The very first fire brigade in Kfar Saba was established in 1940, in order to fulfill the need for a firefighting unit which could save lives and property. The first fire brigade was made up of volunteers whose base was at the "Techiya Street" along with the "MDA - Magen David Adom" (Israel’s national emergency medical, disaster, ambulance and blood bank service), who were called in order to take out fires and for medical care.
Moshe Danai, who was the founder and the director of the MDA in Kfar Saba, initiated the establishment of the Sharon Municipal Union for the services of the MDA and fire brigade. The union united the two functions in one building (near the hospital), and under one management. During Mordechai Surkis tenure as head of the Kfar Saba Council, Zeev Geller, the secretary of the council at that time, contacted the fire center in Tel Aviv in order to form a firefighting unit in Kfar Saba.
In 1952 the civil defense unit joined the division of volunteer firefighters.
Moshe Danai headed the union for many years and was the heart and soul behind its expansion and its development. The arrangerment of unifying the firefighting services pue the medical assistance unit was out of the ordinary on the national level. The cooperation between the municipalities, local councils, reglonal councils and Arab villages was unique as well.
Twelve authorities In the Sharon area participated in this union: Kfar Saba, Ra’anana, Ramataiim, Ramot Hashavim, Magdiel, the regional councils Hadar HaSharon and HaSharon Hatichon, Taybeh, Tira, Kalansua, Jaljulya and Tel Mond. Each authority was represented In the Council of the Union. The building was only one-story high at first, but with donations from the MDA overseas, another floor was built.
Some of the workers held a dual-purpose, for example they were trained to provide medical care as well as being firefighters, which was an advantage for the operation. The union acted professionally and efficiently and therefore won recognition in spite of its unique organizational structure and the need for cooperation between a large number of local authorities.
In the years 1981-2, following the reforms of the national MDA organization, the management of the union decided to transfer the responsibility of the Ktar Saba branch to the district. The practical implication of this decision was the separation of the two functions, which changed the status of the union. Since 1982, the union is, responsible for the fire and rescue unit alone.
Over the years the union proceeded to save lives in the events of fire, traffic accidents, evacuation of casualties throughout the region; in times of war and times of peace.
