Kfar Netter was established on Tuesday, July 26, 1939, as part of the "Wall and Tower" settlements.
The settlement was established by graduates and workers from the "Mikve Israel" agricultural school, and by girls from the agricultural school in Nahalal and girls from the working farm.
The village is named after "Charles Netter", the founder of "Mikve Israel".
A tower, a wall, 4 barracks and a number of tents were erected in the settlement. The camp was home to 32 people: 20 men, 8 women and 4 children.
