The sign is on the wall of the house where Ari Warschawer lived - a theater actor, born in Russia, joined the "Habima" theater in Moscow in 1920.
In Israel he was an actor in the "Habima" theater and one of its managers.

The house where he lived was part of the workers’ dormitories, buildings built at the initiative of the Histadrut, built in the international style and inhabited by Histadrut activists and artists

Note that in the English text the first two lines are superfluous, and even written in the wrong grammatical form
