The sign is on the wall of the house where Winston Churchill lived while he was Secretary of State for the Colonies (for two years) and during the period after that when he lost his place in Parliament and the government.

Winston Churchill - Prime Minister of Great Britain, who became especially famous during World War II, when he led Great Britain in its fight against Germany.
