Comments:
The sign is one of the signs commemorating the "Hagana" operations in Holon.

The water tower was photographed the day the sign was taken, on one of the tower pillars you can see the sign Click for a larger image

The tower also appears on the site as a heritage site (when, like the current sign, the "heritage site" sign is on one of the tower’s pillars) Click for sign's details

Translation of the text on the sign:
The emblem of the city of Holon
Symbol of the Haganah members’ organization - Holon branch

The Water Tower
This water tower served as a signaling station to the southern settlements. From here, the Haganah’s "communications service" made connections with "heliograph" and "Morse" devices with remote settlements such as Beer Tuvia in the south and Ben-Shemen in the east.
