Another sign taken by the same photographer that day indicates the fact that the building is "Beit Rishonim":

The farmer’s house and the clinic
The building of the "farmer’s house" and clinic was built in the 1960s, on land donated by the late Shmuel Gershman. The building was designed, in 1959, by the architect Benjamin Chelnov, who designed many buildings throughout the country during the 20th century. Most of the buildings were in the modernist style.
Until the construction of the building, Dr. Rashu, the colony doctor, lived in the hut that served as his home and clinic. Instead, this building was erected on the site of the hut.
The construction of the new building included two parts: one part is the "farmer’s house", which was a gathering place for the settlement’s orchards, and housed the offices of the Beer Yaakov Agricultural Committee. The second part of the building served as the residence of a "Amamit" health insurance fund (now Meuhedet), which was the colonies’ health insurance fund.
The "living spirit" that operated in the clinic was Yitzhak Yitzhaki, the son of Rabbi Yaakov Yitzhaki, who studied medicine in Constantinople (Istanbul) with Yitzhak Ben-Zvi, and engaged in public activity in the locality.
The clinic building still serves its initial purpose, while the "Farmer’s House" building now houses the "Beit Rishonim" museum in Beer Yaakov.
