פעל לצמצום הפערים; הקים מחלקה מיוחדת לטיפול ביפו ובשכונות. פינה לשיכונים חדשים את תושבי משכנות העוני של שכונת התקווה, כרם התימנים ומנשייה.
צמצם את הפערים גם בחלוקה צודקת יותר של מערכת המיסוי העירונית ובדאגה לחינוך.

יהושע רבינוביץ
ראש העיר תל-אביב-יפו בשנים 1974-1969. פעל לפיתוח העיר על ידי הגדלת תקציבי הפיתוח והקמת חברות משותפות עם הממשלה וגופים ציבוריים נוספים כמו חלמיש, אחוזות החוף, אתרים, פארק הירקון, האוניברסיטה והחברה לפיתוח יפו.

הגה את הרעיון והתוכנית להקמת עיר מתוכננת ליד יפו. ייסד את אגודת "אחוזת בית" עם מאיר דיזנגוף, יצחק חיותמן, דוד סמילנסקי ויחזקאל דנין. פעל רבות לבניינה ולהתפתחותה של תל-אביב.

ראש העיר תל-אביב-יפו בשנים 1993-1974.
שינה את תל-אביב ל"עיר ללא הפסקה"; פעל רבות לפיתוחה והפיכתה למרכז תרבותי.
הקים, בין היתר, את טיילת תל-אביב, הסינמטק, המשכן לאמנויות הבמה, מרכז סוזן דלאל.
