באוקטובר 1920 הוקמה הרכבת המנדטורית (.Palestine Railways - P.R) והחליפה את הרכבת הצבאית לארץ ישראל (Palestine Military Railways - P.M.R) ששירתה את חיל המשלוח המצרי במלחמת העולם הראשונה. ב-1922 רכשו הבריטים מידי החברה הצרפתית את קו המסילה בין יפו לירושלים. בשנת 1925 חלה עלייה בתנועת המטענים והנוסעים ברכבת המנדטורית ובין הנוסעים היו תיירים רבים, אך העדנה לה זכתה הרכבת בתקופת המנדט הייתה קצרה. עם נפילת הבורסה בניו-יורק ותחילת השפל הגדול, בסוף שנות ה-20 , פחתה במידה ניכרת תנועת התיירות לארץ הקודש והדבר השפיע משמעותית על פעילות הרכבת. כמו כן היה קשה להתחרות ברכב המוטורי שהחל להגיע לארץ, ובכבישים הנוחים שפותחו. ירידת הפעילות המשיכה גם בשנות ה-30 של המאה ה-20, עם פרוץ המרד הערבי הגדול, אז הפכה הרכבת מטרה לחבלות.

في تشرين اول 1920 تأسس قطار الانتداب ( Palestine Railway - PR ) الذي استبدل " القطار العسكري الفلسطيني Palestine Military Railways - P.M.R ) ، الذي خدم الجيش الارسالي المصري في الحرب العالمية الأولى . في عام 1922 ، اقتني البريطانيون خط السكة الحديدية بين يافا والقدس من الشركة الفرنسية . في عام 1925 ازدادت حركة الشحن والمسافرين في قطار الانتداب ومن بين الركاب كان الكثير من السياح ، ولكن الازدهار الذي حصل عليه القطار في عهد الانتداب كان قصيرا . مع انهيار سوق البورصة في نيويورك وبداية عهد الكساد الكبير ، في نهاية العشرينيات ، أنخفضت بشكل ملحوظ حركة السياحة إلى الأراضي المقدسة واثر هذا بشكل كبير على نشاط القطار . أيضا ، كان من الصعب منافسة المركبات الالية التي بدأت تدخل البلاد والطرق المريحة التي تم شقها . استمر انخفاض عمل القطار في الثلاثينات من القرن ان -20 ، مع اندلاع الثورة العربية الكبرى ، عندها أصبح القطار عرضة لهجمات الثوار .

The Mandate’s Palestine Railways was established in October 1920, taking over the operation of the Palestine Military Railways, the P.M.R., which had served the Egyptian Expeditionary Force during World War I. In 1922 the British purchased the Jaffa-Jerusalem line from the French. In 1925, freight and passenger transport increased on the Mandatory railway, including numerous tourists. However, the line’s Mandate-period prosperity was short-lived. With the New York Stock Exchange crash and the beginning of the Great Depression in the late 1920s, tourism to the Holy Land fell, significantly affecting the railway’s activity. It was also becoming difficult to compete with the newly arrived motor vehicles and the increasingly convenient new roads. The decline of the railway into the 1930s, with the outbreak of the Arab Revolt, when it became a target for terrorists.
