נולד בירושלים. היה פובליציסט, בעל בית דפוס, עורך עיתון "הלבנון" ובעל דו שבועון "יהודה וירושלים".
בעיתוניו הביע את רעיונותיו ליישוב ארץ ישראל בהתיישבות חקלאית.
שימש המקשר בין המייסדים לשלטונות הטורקיים ובעלי קרקע הערביים, הודות לשליטתו בשפה הערבית.

Translation of the text on the sign:
Yoel Moshe Salomon
1838-1912

Born in Jerusalem. He was a publicist, publisher of a printing press, editor of the Lebanon newspaper and owner of the bi-weekly "Judah and Jerusalem"
In his papers he expressed his ideas for settling Israel in agricultural settlement.
It served as the link between the founders and the Turkish authorities and the Arab landowners, thanks to his control of the Arabic language.
