המצור
בחודש מארס 1948, ערב מלחמת העצמאות, נחסם עורק התחבורה היחיד לירושלים. כך נחסמה האפשרות להעביר אספקה, מזון, ציוד, חומרי רפואה, נשק ותחמושת לעיר והיא הייתה במצור. שכונות העיר הותקפו והופגזו יומם ולילה. כדי לחלק בצורה נכונה לאוכלוסייה את המעט שהיה, הונהג בעיר משטר שבו חולקו מים ומזון בהקצבה.
תושבי ירושלים הצליחו לעמוד במצור הקשה בעוז ובגבורה.

HaMatzor ("siege")
In March 1948, on the eve of the War of Independence, the main route to Jerusalem was blocked, cutting off distribution of food, equipment, medical supplies and ammunition to the besieged city. Parts of the city were attacked and bombed day and night. A regime was established to fairly distribute the meagre supplies of food and water.
The residents of Jerusalem showed great fortitude in surviving the siege.

في آذار 1948 عشية حرب الاستقلال في القدس تم إغلاق طريق المواصلات الوحيد إليها كما تم إغلاق إمكانية جلب الإمدادات والمواد الغذائية والمعدات والمواد الطبية والأسلحة والذخيرة إلى القدس - حصار . كما تعرضت أحياء المدينة للهجوم والقصف ليلا ونهارا . أجل توزيع القليل على السكان المدنيين بشكل صحيح تم إنشاء نظام في المدينة يتم فيه توزيع الطعام والماء بحصص . مع مرور الوقت تفاقمت الضائقة وازدادت صرخات الاستغاثة .
